1. While it appears that the flow regime of the river waters is a relevant factor regarding the ecological characteristics of the site of Community importance ES 6110002 Gypsum Karst of Sorbas, the Commission has no detailed information on the level of specific water flow needed to ensure the favorable conservation status of habitats and species present there.
The Commission notes that the final River Basin Management Plan adopted by the Spanish authorities in connection with the Andalusian Mediterranean Watershed  recognized the bad quality status of the body of water 060 008 and included in its program of measures the hydromorphological restoration of river waters and a series of measures to address the overexploitation of groundwater aquifers.
2. Article 6, paragraph 1 of the Habitats Directive  requires Member States to establish the necessary conservation measures that correspond to the ecological requirements of the natural habitat types and species in special areas conservation designated under the Directive.
The Commission has recently initiated proceedings against Spain horizontal infringement regarding the insufficient implementation of Article 6, paragraph 1 of the Directive to a number of sites of Community importance for the Alpine, Atlantic and Mediterranean regions. The place which the Honourable Member refers to is contemplated in this horizontal procedure.
