1. Si bien parece que el
régimen de caudales del río Aguas es un elemento pertinente respecto a
las características ecológicas del lugar de importancia comunitaria ES
6110002 Karst en Yesos de Sorbas, la Comisión
no dispone de información detallada sobre el nivel de flujo de agua
específico necesario para garantizar un estado de conservación favorable
de los hábitats y especies presentes en ese lugar.
La Comisión constata que el
último plan hidrológico de cuenca adoptado por las autoridades
españolas en relación con la Cuenca Hidrográfica Mediterránea Andaluza[1]
reconocía el mal estado cualitativo de la masa de agua 060.008 e
incluía en su programa de medidas la restauración hidromorfológica del
río Aguas, así como una serie de medidas para solucionar la
sobreexplotación de los acuíferos de aguas subterráneas.
2. El artículo 6, apartado 1, de la Directiva de Hábitats[2]
exige a los Estados miembros que establezcan las medidas de
conservación necesarias que respondan a las exigencias ecológicas de los
tipos de hábitats naturales y de las especies presentes en las zonas
especiales de conservación designadas en virtud de la
Directiva.
La Comisión ha incoado
recientemente un procedimiento de infracción horizontal contra España en
relación con la aplicación insuficiente del artículo 6, apartado 1, de
la Directiva a una serie de lugares de importancia
comunitaria en las regiones alpina, atlántica y mediterránea. El lugar a
que se refiere su Señoría se contempla en este procedimiento
horizontal.

While it appears that the flow regime of the river waters is a relevant factor regarding the ecological characteristics of the site of Community importance ES 6110002 Gypsum Karst of Sorbas, the Commission has no detailed information on the level of specific water flow needed to ensure the favorable conservation status of habitats and species present there.
The Commission notes that the final River Basin Management Plan adopted by the Spanish authorities in connection with the Andalusian Mediterranean Watershed [1] recognized the bad quality status of the body of water 060 008 and included in its program of measures the hydromorphological restoration of river waters and a series of measures to address the overexploitation of groundwater aquifers.
2. Article 6, paragraph 1 of the Habitats Directive [2] requires Member States to establish the necessary conservation measures that correspond to the ecological requirements of the natural habitat types and species in special areas conservation designated under the Directive.
The Commission has recently initiated proceedings against Spain horizontal infringement regarding the insufficient implementation of Article 6, paragraph 1 of the Directive to a number of sites of Community importance for the Alpine, Atlantic and Mediterranean regions. The place which the Honourable Member refers to is contemplated in this horizontal procedure.
